The cleanest way to transfer would be to export your scraping sessions and any start scripts, then import them into the new instance (see here for more on that: [url]http://www.screen-scraper.com/support/docs/importing_and_exporting_objects.php[/url].
That wouldn't get quite all of the settings, however.
A quicker, but slightly more error-prone method would be to install screen-scraper on the second laptop, then simply copy the entire screen-scraper folder over from the first, overwriting the installation on the second. If you're going to do this, though, be sure you do any copying when screen-scraper is not running. This would also pre-suppose that the path to screen-scraper is exactly the same on both machines (e.g., C:\Program Files\screen-scraper professional edition\).
