I am running the scrapper server at Win2008 and IIS7. and getting the follow error.
"No connection could be made because the target machine actively refused it 127.0.0.1:8778"

What are you doing to see this error? Is it in your error.log or are you trying to connect to screen-scraper from a web application?
I always suspect a local firewall. If you have one, could you disable it and test?
