setting Char Set and Font from within preferences file works just fine, so no reason why they can't be added to Workbench, if that's what you decide to do.
I'm glad you've found a workaround. It is our intention to enable the basic edition the ability to set the Default Character Set & Default Font from within the workbench's settings window in future releases (ensuring that it operates as you would expect).
Also, I have updated our Website to more accurately reflect the options available to basic and professional edition users.

I'm looking into this right now. In the mean time my advise - and don't spread it around ;) would be alter the preference file in basic to say TidyHTML=false. You should then have the HTML you're looking for.
