Unable to call screen-scraper externally

I have been calling screen-scraper externally for years. But now I am not able to get in. Here is my call.

jre\bin\java -jar screen-scraper.jar -s "DRF Entries"

My Scraper version is 6.0

My Windows version is 8.1

Error is sorry screen scraper is unable to connect to its internal database.

What version of screen-scraper are you on? What version of Windows? What is the error?
